Commissioners approve contract for union employees

LISBON -The union employees in the Columbiana County Engineer's Office have a new three-year contract that grants them 1 percent annual pay raises.

The contract, which expires April 2015, was approved at Wednesday's meeting of the county commissioners upon the recommendation of county Engineer Bert Dawson.

The contract was approved without comment, but afterwards Dawson said the only major change was the 1 percent annual pay raises for the 29 employees covered by the contract. The employees already agreed to participate in a new health insurance plan, which resulted in lower monthly premiums, although workers would continue to pay 10 percent of the cost of their premiums.

Dawson said the move from the countywide insurance plan used by commissioners to a more affordable individual plan would save his office $150,000 a year.

The pay raises would cost Dawson just over $12,000 the first year, or about 20 cents per hour for the union employees. The raises will also apply to Dawson's 13 non-union administrative employees and the five workers in the county water and sewer department, who also work for him.

In related news, commissioners acted on Dawson's request and approved purchasing two pieces of equipment for the engineer's office: a self-propelled rotary broom for $45,993 and a a vibrating roller for $40,987, both from Southeastern Equipment.

Commissioners also:

- Approved Dawson's request to award a bridge replacement contract to McCoy Construction of Calcutta to replace a bridge on West Egypt Road in West Township. McCoy's bid of $129,958 was the lowest of the ones received.

- Renewed a five-year agreement with the Centaur Club for continued use of county farm property in Center Township for the organization's members to fly radio-controlled model airplanes. The lease is for the nominal fee of $1 per year.

- Renewed its agreement with the firm of Maximus to determine the billing rate for square footage leased from the county by the Department of Job and Family Services. The contract is not to exceed $7,500.
